When insurance finds out you're the only rider get ready for $3000+ a year insurance. If you need OSAP you can't afford $3000 a year my friend. How can you afford school, bike & insurance? I stand by my original statement. Why even buy a bike you can't afford to ride?
If your dad is paying the insurance anyway, what difference does it make if it's in his name or yours? oh right...
OSAP uses the "Blue Book" estimate to determine the value of your vehicle. You’re allowed to own a vehicle valued at up to $5,000 without it affecting your OSAP funding. Any value above $5,000 will be considered as an asset in your OSAP assessment. If you are married or a sole support parent, any value above $10,000 will be considered an asset for the Ontario portion of your OSAP funding. Certain situations allow for an appeal of this amount.

Because I'm not paying for the insurance. And the quote I got was 2.5k prior to me even giving them a safety course proof thingy from my M2.

Disregarding the whole "fraud" argument, I will answer your question.
YES, you can own a vehicle without having a valid license, you just can't put it on the road or ride/drive it for that matter.
I believe there's tax exemption if the transfer is done between immediate family but you would have to call the MTO and confirm this.
If that doesn't work, you can also sell the bike to your dad for a 1000$ and you will only pay HST on that 1000.
