A lot of websites do this when the server is under heavy load in order to avoid the website from just going down completely.

My guess is a lot of restaurants are making last second orders for NYE celebrations or something.

I can't say with 100% certainty that I haven't seen it somewhere else. However I feel like I've seen it almost exclusively on Ontario government websites. Everywhere else, I see either a Cloudflare verification page or the website just straight up breaks

The fact the website throttles this way vs just going flatline and losing people’s carts and orders in mid processing etc means the webdevs are doing things very right.
