Not on a motorcycle. See HTA section 62(2), which has requirements for a white forward-facing lamp (headlamp).

Strangely, vehicles other than motorcycles are covered under clauses that say "white or amber" - but not motorcycles.

I saw a bright spark driving east of minden with red headlights on his pickup truck. Stupidest thing I have seen in a long time. Obviously illegal and I don't know how the first cop he passed didn't take his truck off the road and require a safety.
Personally I avoid anything that makes my bike visually different for the cops, I prefer riding over chatting whether the mods are legal or not.
