Yamaha Vino 50 running really bad

Tops out at 20-25kph, sounds like it is running ok. Checked the air filter, it seems to be absolutely SOAKED in gas/oil (vino is a 2 stroke). Took off the air filter and started it, looks like exhaust is being blown out the carb? That is the best way I can describe it.

Anyone got an idea of what it might be?
 
Will pull the plug tonight, ordering a new intake, just noticed its really cracked. Never had to deal with reeds before though.

Edit: Forgot to mention I just bought it for dirt cheap, so not sure how it was maintained before I got it.
EditEdit: Got the intake off, but the reed valves REFUSE to come off :confused2:
EditEditEdit: Gapped the spark plug to yamaha spec and it refuses to idle, it starts for a second then stalls

]Here is some pics of the plug: check the thermo by-pass valve on the carb, make sure the needle is moving in and out freely and that the coil in getting voltage. this is for the start up circut and your plug looks rich on the outer circle.

Seeme to be moving ok/getting voltage.
 
next thing to check is the exhaust, remove the baffel and clean the holes, of carbon build up.
