More of a defensive driving issue to me rather than passing on a solid line. Pretty stupid to be passing with all the driveways/hidden intersections there...
It's not so much a matter of never passing on a solid line.
It's much more a matter of making sure that one understands what the vehicles up ahead are likely to do, prior to overtaking them.
The van up ahead had the left turn signal on for quite a while; there's no excuse for the motorcyclist to not have seen it.
"Never pass another vehicle on a side that the other vehicle is indicating to turn towards" - regardless of the center line - would be a more appropriate description ...
