Why does Toronto and other cities require pet registration?

Recently found out we had to register our dog. We are extremely responsible owners: dog is chipped, has all shots now, spade date booked, training booked until 2022, and we socialize/train her daily.

If the pet is chipped, should the chip not be the primary form of registration? While I have registered her and paid the fee, I can't help but feel the fee is to compensate dog owners that are less than responsible so somebody has to pay the city to deal with those types.
 
It's just a tax.

At least my municipality is honest and just calls it a tax.

Every year I get a letter and right there at the top it says... "Dog Tax".

Where I used to live admitted it was a tax because they could. The more politically correct spin is animal registration covers animal complaint enforcement but that could easily be done by tacking $100 on animal tickets (but they give out very very few so why even bother with enforcement?).
 
It is just a old system actually costs most municipalitys more to administer than they collect more places are abandoning it all the time

I found out the hard way, some pet-Detective-bylaw employee knocked on my door asking about my dog, I was like Wut ?
In my previous house, someone complained about our dog barking outside from 03:00 to 04:00. It wasnt our dog but that got us a chat with ospca. Ospca guy asked to see dog license. Whoops. Apparently municipality has a grace period until april so I got to pay normal rate instead of fine rate which was double or triple. Every year after, they would send a bill via normal mail. Canada post isnt too reliable and we didnt get them.
 
This was actually a job in the 80s when I was in high school in Prmbroke. Knock on door, ask if their dog was registered. Keep a straight face but roll your eyes when homeowner says Wut as dog is barking uts head off.

I got paid to piss you guys off. Excellent!
 
Aside from managing strays and other animal issues, as pet owners it's nice to have an official shelter and staff to retrieve/house/call about/return your pet if it's lost or runs away. That s**t ain't free, better dog owners pay something than everyone pays something, no?

In Hamilton it's a paltry $34/yr ($16 if you're on a limited income, and most cities are less), and that also helps cover the cost of maintaining off-leash parks. One visit to the vet will make that seem inconsequential awfully quickly...

If the shelter gets your pet that was lost or runs away it is $75+ to get it back. Off leash parks are for prick dog owners. Honestly, most of the people in there bring their dogs because they have no control over them and then run away when their dog attacks others. Start fining those pricks thousands for that behaviour (and/or banning pet ownership) and you don't need to waste so much time and money collecting $34 at a time.

Plus you do not have to register as long as it stays on your property. Eg house cats
