This is probably old and/or a repost, but I just ran across this without any context.

What happened here, and where?

I would say that he caught fire but that's just an observation. LOL. Not sure if you will find a lot of info since it looks like an amateur race. Tank had a bad leak, hit the hot engine and ignited. It may look like his body is on fire but I doubt that. Seems more like the tank in front on fire with the angle ruining perception.

The lack of reaction from anybody suggests that the pic was taken the instant that the fire started. Probably all the riders were looking at the starter for the green flag signal. All just guesses though.
