I don't follow this. Are you saying the kid is being dishonest? That's what it reads like.
 
It's all about the lawsuits.. They wanna have standard procedures that they can say they followed once someone sues them. I've experienced it myself.. Got attacked by a guy who already had a bunch of incidents where he attacked people - half the school saw him run up to me, kick me in the crotch and in the knee, so I defended myself and was pretty effective with it, but I also got suspended for daring to defend myself - school policy dictated that all parties involved in a violent incident had to get suspended, regardless of the circumstances.
 
What's the big deal? I used to do this with my balogne sandwiches.... it was a floppy gun but still a gun.

Kids are doing the same things that others used to do 10-15 years ago. We're just noticing it now because of the change of events so we're noticing it more.
 
I was in gym class playing basketball. I had an argument with a kid who wanted me to sub off even tho i just got on. Trying to be the bigger person i turned to walk away. He punched me in the back of the head twice. I turned around while swinging and caught him in the jaw. I got suspended for hitting him AFTER trying to walk away.
