U-Haul enclosed trailer tie down points

I had to rent a U-Haul enclosed trailer the other day and noticed these tie down points. I don't remember them being there before. Considering where they're anchored, would these be strong enough to use with a freestanding front wheel chock like the Baxley or PA clone to prevent the bike from tipping to the side? Normally I recommended their open trailer (or motorcycle trailer if only one bike), but an enclosed is nice for bad weather or a long haul.

I think they would be strong enough.
 
Those D rings are certainly strong enough to hold a freestanding chock in position and also serve as a secondary fixing point for ratchet straps as well.
