Unregistered bike.

Not sure of the specific laws in that state but more than likely required to have registered/insured bike to ride park land. He also did not have a safety flag, but again, not sure if that is required or not.

In most of those types of places, a flag is required. Fines can be pretty decent for not having one.

They all need to have them, so that other vehicles can see there is a vehicle behind the next hill before they bomb down it.

After seeing a few videos now with collisions happening in busy places with open riding, I'm pretty sure I would just not go.
