Is there a rule prohibiting Biker's at a stop light from pulling out their cell phones even to check for missed calls?
This doesn't go far enough. I think they should refuse insurance to anyone who gets convicted of any ticket!! Think of the children.

Ottawa police are using an unconventional method to crack down on drivers using handheld devices behind the wheel.
Officers have been patrolling intersections dressed as panhandlers to catch unsuspecting drivers as they break the law by using their phones.
Others though were angered by the tactic. Allison Boyles said she was frightened when someone who she thought was a stranger approached her vehicle. "In that moment, I reached for my phone hoping that sends a message to somebody approaching my vehicle," she said.

I wonder if anyone's thrown them change and, if so, what do they do with it? I bet they use it to buy drugs.

The police set up a road block for me one time. When I got to the road block (didn't know it was for me), the sargent asked me why I was driving so fast? Just as I'm about to reply this brown van screeches to a halt right behind me and a guy jumps out of the drivers door with his hand on his gun. I replied "Because I thought someone with a gun was chasing me, AND LOOK, I WAS RIGHT!" lol.Not bad. It even hints at the express exception of emergency situations. + 1 lady.
