Suzuki GN125 Ignition Removal

I bought a stripped down 98 Suzuki GN 125 that I'm trying to get on the road. I got a new speedo that I want to attach but I have no idea how to get the ignition switch out of this metal plate. The manual and Haynes make no mention on how to do this, and anything I've found online has said to stick a pin into it to release it. I did that but I just blew a fuse. So... How do I get this thing out?
Any help would be appreciated.

That isn't in the manual 'cuz that's not stock.

What happens when you turn the black outer ring counter clockwise?
 
the outer ring doesn't turn much, but with force it can. I tried propping it up and it does start to come up, but I was afraid of doing something wrong and messing the whole thing up... think that black ring isn't needed installing on the speedo?
