Stickers

Do you have the artwork? Most of the cost is in that... printing and cutting is cheap.
 
Quantity will also determine the price.
 
For a bike? I have had vinyl stickers made at a place in Aurora before. They said they recommended using them indoors. There was a setup fee to digitize the art/setup the cutter of about $35 and then maybe $1/sticker? It's been a while since I ordered.

My son uses Sticker Mule. That's all I know. Custom made stickers and decals. (OK I honestly don't the difference between a sticker and a decal)

For something as common as that, Amazon can probably sort you out with delivery tomorrow...

I agree. I wouldn't be looking for a custom shop for that unless there was a very specific size requirement (and I would probably cut down the closest size commonly available sticker).

Most sign shops will print the red bars and leaf on white vinyl, with an elaborate ink jet printer, that doesn't last in the great outdoors.
If you get a printed flag, you want one printed on a litho press with weatherproof ink. (Amazon has lots)
If you want a flag from a sign shop, get a white rectangle, and bars and leaf cut out of red vinyl

You are talking about UV Inks. Doesn't matter what machinery prints/press's it as long as those are the inks used. Then with a clear coat to "weatherproof" it.
 
My wife does a lot of custom stuff... water slides, print&cut, and plain old vinyl.

Print and cut are great if there are lots of colors. Needs UV stabilized inks and should be topcoat. Downside us durability and thickness.

Waterslides are great if you plan to clear coat. I've been using then alot lately, very easy to reproduce vintage factory graphics and warning labels.

Outdoor cut vinyl is the best for your small flags. Should not be terribly expensive, sign shops have the graphics on hand.
