Shaky feeling through turns and braking

Got back from a long ride today and noticed a different feeling through turns and when braking hard. I decided to check to see if anything was loose while giving it a good wash and found this (pic below) was almost off.

Would anything major have happened if it came off while riding? It looks like it holds the forks in position (in which case it would be pretty serious).

Any idea on what torque it needs to be set at? (Model is 2010 Ninja ex250r).

That nut locks the upper triple clamp to the steering stem. It won't let the triple clamp come off - the triple clamp is also clamped to the fork legs at the outside - and it won't let the steering head bearings come apart; they're still trapped between the triple clamps and there is another nut underneath the triple clamp for adjusting the preload on the steering head bearings.

But if the top nut is not secured, it may let the steering stem bearing locknut work loose a little bit. There is a procedure in the workshop manual for adjusting the steering head bearings. You should do that adjustment procedure - the last step of which is to tighten that nut.
