Selling old plates?

A buddy of mine bought a used bike that came with the previous owners plates, the thing is he bought it off a guy who was the actual owners friend and the guy didn't care about the plates. Recently he was approached by a guy that rode his motorcycle without plates and insurance and was asked to sell it to him. Whats happens when you sell the bike? do the plates become absolute or are they still in the system? and how much would one of these go for?
 
plates are not transferable, they are to be returned to MTO

License plates are the property of the MTO and, therefore, must be returned to them. Please read the following and note that your friend would fall under the 'permit to use' portion of the statute in question.

Violations as to number plates

12. (1) Every person who,

(a) defaces or alters any number plate, evidence of validation or permit;

(b) uses or permits the use of a defaced or altered number plate, evidence of validation or permit;

(c) without the authority of the permit holder, removes a number plate from a motor vehicle or trailer;

(d) uses or permits the use of a number plate upon a vehicle other than a number plate authorized for use on that vehicle;

(e) uses or permits the use of evidence of validation upon a number plate displayed on a motor vehicle other than evidence of validation furnished by the Ministry in respect of that motor vehicle; or

(f) uses or permits the use of a number plate or evidence of validation other than in accordance with this Act and the regulations,

is guilty of an offence and on conviction is liable to a
fine of not less than $100 and not more than $1,000 or to imprisonment for not more than thirty days, or to both, and in addition the person’s licence or permit may be suspended for not more than six months. R.S.O. 1990, c. H.8, s. 12 (1).

Property of the Crown

(2) Every number plate is the property of the Crown and shall be returned to the Ministry when required by the Ministry. 1999, c. 12, Sched. R, s. 5 (1).
 
If I read this right the ethics stink. Anyone that abets running without insurance should get the same treatment as the rider.
It's a different case if the person wanted old plates for display purposes, ie a vintage plate for a vintage bike.
 
Odd, someone recently wanted to buy my old bike and insisted I include the plate with it. When I said "no" he even offered extra money and made up some bs story about being eager to ride but having to wait for insurance. After some back n' forth I did some googl'ing and told him that plates aren't transferrable. I also mentioned that insurance only takes a few minutes on the phone. The emails ceased.

I'm wondering if this is either a) some sort of scam or, b) some sort of ****** who wants to do something illegal with someone else's plate?

It also surprises me how some people don't seem to care. When my buddy bought his Duc last year the seller just left the plate on the bike and never asked for it back.

Gotta love that.. a thousand bucks or 30 days in Jail.. both seem pretty equal eh? LOL

I think that you would find out when the 407 bill arrived in your mailbox, or the OPP were knocking on your door.
