He's got every right to be angry. It's an illegal act but apparently he has no recourse against whoever did it, because that person or entity can't be identified.

he should mount it on a taxi cab, just to let the owner of the device follow it all over the city.
 
why not setup a hidden camera and see who takes it...

curious, how is it an illegal act? I think it to be but some one i'm discussing it with claims otherwise, it would be like an insurance company hiring a private investigator to track you to see if you're really injured.

Paraphrasing a Star article, it's illegal to electronically track someone's vehicle without a warrant or their knowledge.

If a wife wanted to track her hubby and the car was in her name she wouldn't be tracking someone else's vehicle. Same with tracking the kids when they borrow the car.
