lets just say a cop saw someone, and thought they didnt have their seatbelt on.
the cop did not follow behind him.
instead he shot down a few streets to to intercept.
as the car passes the cop for the 2nd time, the driver is wearing a seatblet.
cop pulls ove driver and says he wasnt wearing it the first time he passed.
does the cop have to keep a constant visual ?
if he has lost sight for over 2 minutes, cant you argue that it was a different person ?
