Safety Review of Tires

I'm arranging to have another bike go in for a safety certification.

The issue is the tires are about half worn but not near the depth of the wear-bars. Two mechanics have provided a glancing look with one having no issues for a pass but the other one is more nervous about them and indicated he would not pass them.

What are the rules on tire depth criteria for a safety pass ?.
 
Here's the safety cert requirements: Law Document English View

(3) Each tire shall be inspected for depth of tread, tread and sidewall defects, regrooving, proper size and application, and,
(a) no tire shall be worn to the extent that in any major groove at three equally spaced intervals around the circumference of the tire,
(i) the tread wear indicators contact the road, or
(ii) less than 1.5 millimetres of tread depth remains;

Don't get your bike safetied at a shop that sells tires.

It's like asking a barber if you need a haircut, they will always tell you you need to buy new tires.

Good point, but how many shops don't also sell tires? I always used the test-only facilities for emissions testing because I figured if some were able to give fake passes, they could probably also give fake fails.

Canadian tire maybe? I don't know if they have a tire machine that can deal with bikes and spoons are too slow and too likely to cause damage if done wrong.
 
As per the regs, sidewall condition can be of concern too, not just tread.
Ozone cracking from age or any other damage can prevent the tires from passing.
