88 and above require an emissions test and Safety Standards Certificate. All cars plated for road use, regardless of year, require a SSC at the time of registration.

are we talking bikes or cars, OP says vehicles......

All vehicles need a safety. Some vehicles may not need a stink test if they are older or not a cage. Safety may vary a bit based on original equipment but still needs one.

It would make more sense to have stricter safety standards for vehicles built before 1988. Think about it.

Nothing safe about riding around with a 40 year old chain and tires, worn sprockets and no rear break pads. "Vintage" Vehicles should be more scrutinized.
