I agree with you, but it's not without precident. When I was a kid, we used to see Hearse's (what is the plural?) all the time at roadside accidents with a fatality.
It is also possible the hearse was involved in the accident, versus working at the accident. What I saw did not look good though, with the cops taking pictures (usually denotes a fatality), and the hearse pulled over with the police.
I also thought things were more dire as the bike was about 200 feet in front of everything, and still lying on it's side. No rider that didn't leave in an ambulance or worse would leave a bike like that laying down.
