Removing gas cap with no Key?

So I just bought a used tank for my F4i and it came with the gas cap still locked and no key.
I got the hex bolts out from around the outside but it feels like its still locked?
Does the gas cap need to be opened to be removed or will a slight pry get it off without damage?
If it is needed to be opened whats the best way? Locksmith, Drill, flathead screwdriver.....?

I have the same problem with Katana gas tank -- no key and removing bolts does not work. I thought it obvious that a potential tamper artist would do just that and was surprised that Suzuki would make it so easy to do --- now I know that is not the case. Its still locked. Drilling out the tumblers Might work
 
There's another bolt under the cap. Need to open the cap to remove the bolt, so yeah a locksmith or a drill.
 
drill the lock out and turn it open with a screw driver
