I know you're supposed to hear the pads rubbing on the discs but with my bike is this normal?

The video sounds worse than it does in real life. The camera shaking is just me trying to spin the tire and record. As far as I know there is nothing loose. I was under the impression that the rubbing noise should be uniform. Its an 2013 SV650, bike only has 3k on it. Barely any mileage because I've been in school and found It difficult to ride and manage my final year of studies.
Rear Brake functions flawlessly otherwise, I only noticed this when cleaning the chain. Im a new rider more or less only two "years" experience. This being my second bike, I try to google first then post here for any issues so your help is greatly appreciated.
