R6 Slow Down Feels Clunky

When I am coming to a stop, it almost like my fork stick a little bit when they compress then my steering goes a tad wobbly for a second. Any idea what this is?
At high speeds and normal riding I feel nothing but I wont rule out a slight bend in the rotor as well.

Oil level in the forks? To check the rotor put it on a front stand and rotate the wheel if it's warped you will be able to either hear, feel, or see the rubbing.
