Q: Sidewalk construction

For the bus expressway on Hwy 7 in Vaughan, I watched them embed some plastic pipes in the ground and some dome-shaped plastic covers on top, then some fill and the concrete for the sidewalk at the bus shelters... Attached photo.

Just curious - what are the plastic pipes and domes for? Some sort of drainage? Insulation for sidewalk heating?

The pipes will be for drainage, a weeping tile system tied into a storm drain connection. The domes go over top of the pipe and will be covered by limestone screenings. The domes prevent the pipes from being deformed during compaction. Interlocking over top more than likely.
 
If you magnify the photo, you'll see the pipes going vertically into the ground and the corners of the 'domes' sitting on these pipes. Not like any weeping tile I've ever seen (I've installed my drainage pipes in my own backyard...). Another theory: creates a void under the sidewalk that collects surges of rainwater allowing it to dissipate over time, ie not going directly to the grey water drainage system. Domes sitting on buried pipes provide load support for the sidewalk above while providing the void to collect rainwater.
 
it looks like they are directing storm water towards that catch basin to the right
 
I believe that is an infiltration gallery. Provides storage for rainwater to aid in infiltration into the ground to avoid loading the storm sewers. It still has an outlet to the storm sewer as there is only so much water that can infiltrate during a medium/high intensity storm.
