Post M1 to M2 road test question

My friend’s son did the parking lot test and has his M2 now. The insurance company is saying he has to do the Safety Course before they will insure him as a M2 rider. Is that a hard and fast thing or company specific? Also are there courses up and running in the Niagara Region with the COVID thing going on? I know there’s a couple of instructors on here. Hoping I can get a straight answer for her. The gov. site is vague, at best.
 
wtf. So they passed the MTO test, have not done a safety course and can't get insurance? I know insurance was more expensive if I didn't do the course, but it was available at the time. If the gov't doesn't require insurance companies to offer insurance for legally licensed riders, why even bother offering the test?
 
I have come across this from students in the past. It seems that some insurance companies will not insure without a course taken, while most companies appear to provide insurance, but the premium/rate may be higher.

I used to tell students that taking a course "may" result in an insurance reduction equivalent to being licensed for 1-2 years, but that they should shop around to see what the variances are.

From personal experience, the money I saved in my first year of insurance offset the entire cost of the course.

This listing below has all the Ontario providers and their training locations, but some providers do not offer all courses at a specific location (ie they may offer the M course, but not the M2 course): Government-approved motorcycle safety courses

Should be company specific. At one point I couldn't get insurance from the company I worked for even with the course completed. Can't recall completely, but I might have even had my M, just not for long enough.

Courses are running through Ontario, as far as I know (they are in Toronto & Ottawa for sure), but they're backlogged with people from the last two years. Looks like Niagara College is suspended.
 
I’m not sure if they can legally refuse to insure you without the course. They may have to quote you something, even if it’s astronomical.

As long as he passed the exam and waited the 60 days he can upgrade the license to M2 and should be insured as such.

Check with individual companies to get a feeling of their current schedule and locations. Some sites have still not reopened and yeah, they are busy.

If they punt you to facility, yikes. There seems to be a lot of refusing to insure M1 and now M2 with no gov't pushback (surprise surprise).

Certainly feels like a ‘gotcha’ situation.

I took a course to get my M2, when I called for insurance and told them of the course, they stated it didn't matter.
Mind you this was many, many years ago.

It didn’t matter for me either, but like you it was many moons ago.

Interesting. It was TD (Meloche Monnex) that I got a massive insurance break for taking the course 18 years ago.

I recall that Riders Plus was the second company I insured myself with and they also offered me a discount. That was in the mid-2000's.
 
I believe the discount lasts for about 3 years these days and you can't double dip (get another discount for an M course if you already did the M2).
 
*Update* he got his insurance and is taking the bike for a safety so he can get it registered. Didn't get much info on the insurance. Just a gallon and a half of questions about why/where/how/who to get the safety done. Got her sorted with that. 2019 Shadow with 1,000 km on the clock. It will be a formality more or less. Thanks for the responses.
