Possible to get reasonable insurance rate through StateFarm or All State without car?

Shopping around for motorcycle insurance. State Farm agent is quoting me 80% higher without a car policy, All State declined to quote me altogether without a car policy.

So far TD is winning
 
Age: 25
Bike: Kawasaki Ninja 250
License: G-M2. 1 not-fault accident, no tickets.
Insurance: standalone motorcycle policy $905/year for full coverage (would have been ~$870 for basic)
Insurer: State Farm (agent - Seamus Kelly)

State Farm was about $700 less than the next lowest quote I got from anywhere.

There is a mistake then, It should only be 40% higher without a car w/SF

It should be between $110-$150/month w/o a car if you are over 25 , G license for 5 years and no tickets on a 600cc (Depending on area code)
