What are the rules for passing a school bus picking up kids on a road with 2 lanes in each direction, no centre median and the driver does not activate the flashing lights? Some cars stopped and some carried on after a brief pause. Think the section in the HTA just refers to a stopped school bus with it's lights flashing.
 
i would imagine if theres no flashing lights, just keep on trucking.

my personal fave is coming up to an intersection where the stoplights are flasing yellow and everyone treats it as a 4 way stop

you know the sheep will follow.
 
No lights keep moving, those lights should be on anytime they are picking up the kids tho.
Bus driver error not flashing them I'm assuming.

That's what I thought, I paused a bit then proceeded. The bus was picking up a lot of kids and the driver really should've had the lights on.
 
If the school bus is picking up children from the curb they are stopped beside, i.e. they don't have to walk across a lane of traffic and don't have to walk across the front of the bus, I've seen them sometimes not activate the lights.
