Parking tickets on old car, getting new car, dealer says can't get new plate

I have an old car with some parking tickets on it.

I'm in the process of buying a new car from the dealer. They just called and said they can't get the new plates for the new until the fines are paid?

What gives, in the past, I got a new plate, even though I had fines on my old plate, albeit that was a used vehicle.

You are doing a plate transferal. Before you can do so, effectively renewing (moving) your plate, you must clear outstanding fines. This is how it has been for many years. They're simply tracking it better now, if you managed to skate on your responsibilities in the past.
 
Buying a used or new vehicle doesn't make a difference.
If there are outstanding fines on your record, they will have to be paid before the plate is transferred/issued.
If you haven't been asked to pay up before, you simply got lucky.
A $40 ticket will be 60$ +/- by the time it shows up at the MTO as an unpaid fine.
Don't let them accumulate, just pay it/fight it if it's worth your time and move on.
 
Also, in the previous purchases, if the tickets were new enough, they hadn't been sent on to MTO yet, but were still with the municipality.
 
I always have fines to pay come renewal. When I bought my last used car the dealer called from the mto and told me he'd pay it as long as I paid him back for it.

We usually do the same.
Unless the fines are 1000$+, we would just let the customer know and he can take care of it himself.
The highest I've seen to date was $3500, I don't know how someone can be so careless.

He owes the mto - they won't renew or issue new plates until he pays up.
