Sec. 319(2) of the CCC already proscribes up to 2 years imprisonment for someone who "wilfully promotes hatred against any identifiable group."
I'm not sure why the "group" of people that find themselves to be gender-transitional, gender-unsure (or whatever) don't already fall under the protection of Sec. 319. As such, I don't really see the need to alter the CCC at all.
