One Way Helmet Communication (for Hockey Referees)?

My referee in chief is very interested in getting a one way communication system in place for minor hockey referees - where a supervisor can send instructions or comments to a referee during a game.

Sent him links to the Scala website, as they appear to have the best system for what's necessary.
The receiving unit needs to be portable from helmet to helmet by velcro or other such clip in system, with a speaker being wired to one of the referee's helmet ear covers. So, when one game is done, the receiver needs to be easily ported to another referee's helmet - this is absolutely key.
Think we could get away with a permanent velcro attachment on a referee's helmet without difficulty

The referee does not need to be able to talk back to the supervisor, so a microphone is not necessary at all.
My referee in chief got a quote on a walkie-talkie system with a belt clip receiver and ear piece, but it was ridiculously expensive ($3K or so).

Any thoughts as to what product might be appropriate for a reasonable price point?
 
I would not go with a Scala. You don't want anything attached to the outside of the helmet. Plus that would be overkill.

Just go for a normal FRS with an ear piece. Most (if not all) have speaker output. You wouldn't spend more then $50. It's the same thing they use for MTO Motorcycle testing.

Even a sticker on the outside of a hockey helmet invalidates the CSA certification, so I wouldn't attach to the outside.
