Thanks for all the tips. Do you know a great place that will install everything for me?? Also do you have a link for anywhere that sells angel / devil head lights?
What fun is it if someone else does it all for ya? In order of difficulty from easy to hard: Fender eliminator, muffler, HID's, integrated tail light, angel/demon eyes.
I think for sure you should do at least the fender and muffler yourself (or with the help of a friend). If you wanted to save some $$ on the muffler and put it towards your headlight upgrades you could get a danmoto muffler:

^^ that's the $72 muffler WITH the optional baffle, make sure you order it with it!!! lol, it's loud.
Angel eyes/devil eyes are a huge pain on your bike!! Because your bike doesn't come with projectors (or in your case, a projector) from the factory, to get angel eyes and demon eyes you'll have to install a projector inside the headlight. This involves either baking it in the oven, or fancy work with a heat gun or high end hair dryer (to pry the lens off the headlight). Then you have to pay special attention in getting it sealed perfectly when putting it back together (otherwise your headlights will fog up or get moisture in them all the time, I'm sure you've seen bikes like that)
(you can see the front fork brace in that pic, just above the front fender, worthwhile to order from that bikerparts place)
It all depends on how crazy you want to go. Decide for sure if you want angel and demon eyes before you buy your HID kit because you'll need a different kit to work with your projector/angel/demon eyes setup (most projector kits come with the HID kit as well). If you didn't want to risk wrecking your OEM headlight you can
buy a replacement headlight from china for $200 (no idea what Honda OEM price is), and do all the modifications to that one then keep your OEM as a spare.
Check out this thread for the ultimate headlight upgrade for your 250:

That is installing a (top of the line) projector inside your stock headlight (way better than just putting HID's in your existing headlight enclosure), and you can get angel eyes for those projectors too (I don't think demon eyes though).
A cheaper projector option that comes with both angel eyes and demon eyes but still a "do it yourself" option as far as opening your stock headlight enclosure:
http://eshop.ktautopart.com/motorcycle-hid-projector/honda-hid-projectors/honda-cbr250r/kt-mt5.html (comes with the HID kit as well, available in whatever colours you want, in both 35watt or 55watt).
What colour is your bike? What colour were you thinking for the headlight? For the angel eyes (usually white)? For demon eyes (usually red)?
If you don't want to do the headlight work yourself and you want the ultimate in projector/angel eye/demon eye setup you could send your headlight to bkmoto (or buy the replacement one from China and have it shipped directly to him) and he could sell you the projector/hid kit and install it all in the headlight for you, and would be pretty plug and play to hook it up when you got it back. Possibly a good project for over winter
Big $$ though, but the brightest damn angel eyes (and headlight) you've ever seen.

You might want to send the GTAM hid guy a PM and ask if he's got projectors for sale, with angel and demon eyes, as well as if he could install it inside your headlight for ya:
