I head there is blue book value for motorcycles now, is that true? Or is it 13% on the sale price?

Now, like in today?
I registered a scooter two weeks ago, no blue book or referential value, just taxes on the sale price.

Ya i head a lot about red book value but haven't registered a motorcycle in a while. I still think its 13% on the sale price. If anyone knows any different, please let me know.

It's 13% of the purchase price + $10 registration fee.
