From what I've been able to gather, all you need is the owner's name, address, birth date and $8.00 to file a mechanics' lien. Have I missed anything ?

How to Put a Mechanic's Lien on a Vehicle

When a mechanic performs work on a vehicle and the owner fails to pay for the services, the mechanic may hold the vehicle and place a mechanic's lien on it. If the owner fails to pay the bill within a statutory time period then the mechanic may sell the vehicle to satisfy the lien.

Does that apply to Ontario or some place in USA?

I think its for the US side.

Article was published in 2018. Domain is .com, article mentions to research your state laws, there is mention of DMV and not SO

"Most jurisdictions require a detailed work order showing the work performed as well as an itemized statement showing exactly what the owner was charged."

I would hope that means a work order signed/acknowledged by the customer. How many people drop off a vehicle for an oil change and end up with a bill for a bunch of extra work that wasn't authorized? I wouldn't pay it either, and they shouldn't be able to put a lien on the vehicle if they took it upon themselves to do unauthorized work.
 
Also if the shop didn’t provide the customer a proper quote they can also go back to court. Anything the courts can find that goes against customer rights, believe me they will

The vehicle was dropped off by a towing service, estimate of repairs and all other correspondence was over the phone - approved verbally.
No show from the customer for over a month after work was completed and now wants to dispute the tab.
 
Works on houses and construction projects as well.

Final upshot to it all - replaced parts were removed, keys were handed back with no charge. It was going to cost more in time and money to fight than the job was worth. Right, wrong or otherwise the law is heavily weighted towards the consumer - even if they are unrealistic.

None of this is rigged towards the Garage or company owner. No rights unless a crime has been committed towards the company

It's pretty much all directed towards protecting the consumer. No crime needs to be committed, but due diligence and procedure must be followed by the repairer to insure the customer completely understands. If you don't cross all the t's and dot all the i's you're hooped.
 
I think this is something that Ontario gets right. Consumer Protection Act lays out pretty clearly what is required for an authorized estimate. Most of us are consumers, the protections in the Act are best for all of us.

This is where it gets messy - you take your vehicle in on a tow truck, you never show up to sign the work order, all estimates are given verbally over the phone. Then, after the work is complete you get cold feet over the price and want to bail. The repairer MUST demand that you show up, sign the work order and return again to be provided with a written copy of the estimate (although an electronic transmission is likely to be accepted).
If you do not acknowledge you've received all these steps, you're off the hook completely ?
