loctite curing

So things are being put back toghether, using blue loctite putting the handle bars on, and tightening what has torque specs by hand for now, wont give it the final tightening until the forks are in and the triple clamps are aligned etc, my question is can I put loctite on stuff now and do a final torquing after? will I have to re apply it if I wait an hour? How long does it take for loctite to cure?

Light blue or dark blue? It cures in the absence of oxygen. I dont use liquid loctite until final tightening (pull out one bolt, add loctite, insert and light torque, pull out next bolt, add loctite, insert and light torque, final torque on all bolts).

Do not apply loctite until you are prepared to torque to final setting. Do what GreyGhost said.
 
And a little bit goes a long way. Most people use about 5x what is needed.

Guilty of that here, I know it just needs a drop or two but I usually run a small bead on the threads.

On the topic of loctite, what do people do with old loctite on threads? I've always wire brushed the bolt and reapplied, but I've heard some people just add a bit more to what's left over.

For me, what I do depends on how critical the bolt is amd whether it spun out relatively easy. If the bolt is tight due to old loctite, obviously the torque vs clamping pressure will be off. If I cam spin it out by hand and it isnt something ridiculously critical, I add a drop and move on.
