License renewal for sleds?

License renewals are free unless you own a sled. Then you need to pony up $30. What's up with that??
 
Not as many sled owners as car owners….so DoFo won’t offer as much free stuff.
 
And dirt bikes and side by sides and ATV's... anything with a green plate

I don't think the insurance database MOT runs includes green plates... so they give citizens a chance to lie about insurance coverage
