That is the way it should be its a dirt bike lean it to one side and shift your butt.

^ Yep... you should be fine with 32" inseam.

I'm like that with my DRZ. If I want to flat foot it, then I have to shift my bum over and flat foot one. If I was doing mainly street riding I would lower it, but I mainly take it off road.
 
burkhartcycle.com, I used their links on DR650, works good and cheap. Make sure to set higher preload on spring when using lowering links. Forks should be lowered same amount.
 
I'm 33" inseam and can flat foot. Mine came with a Corbin seat so I don't know if that has anything to do with it. You could try gaining a bit of weight, will help drop the bike once you sit on it :)
 
What year KLR do you have? I've got a pair of K-10 1" lowering links that I bought from Happy Trails you can have for 30$. Never used. I think they are for an '87-07 bike.

I installed a Sargeant lowered saddle, and that's all I've ever needed (29" inseam)
