Personally, I think this "ROQET" character has two accounts on GTAM.
The ROQET persona is to welcome new riders and keep count of how many people joined the forum since he himself joined.
It's the only logical explanation.

He did post a couple of threads though.

I know him. Haven't seen him in yrs, but he is a person. In fact he reminds me alot of Pedrosa, appearance wise.
He rode a red F4i when I last rode with him in London, yrs ago.

I'm skeptical. I've been trying to organize a meet Roqet ride for years. (but by "years", I mean I threw it out there like twice in the past couple of years lol)

But he PM'd me a long time ago and it seemed like a legit conversation. But then again...cleverbot can seem like a legit conversation.
