Is my clutch gone?

I was riding around tonight. I have a stock 03 R6 with 57k. And was making a downshift from 4th to 3rd and nothing happened. I pull the bike over, put it in first gear, let out the clutch and the bike doesn't move. Does this mean I need a new clutch?
I also noticed that my chain was super loose. I cleaned/lubed my chain this morning and it was fine.
Any suggestions?
 
If you were to wear out your clutch, it shouldn't happen all of a sudden.

Check your clutch cable slack at the perch and the clutch cover. Try turning the dial at the lever/perch and at the cover and see if that will help.
