Ok the car dealer hits you with an admin fee. In my business I used to absorb invoicing as overhead. Now safeties are a surcharge in some cases. It's all to show a low price but make up for it with surcharges.

A friend hadn't updated his website for a decade and called the person that did it before and was referred to another company.

It's a simple site. Just text, pictures and contact info. No interactive stuff.

He told the guy he had a budget of $5000. What can you do?

The guy comes back with a proposal for $7000 plus $1000 for quality assurance. Is this serious?

Can an auto mechanic quote $1200 for a brake job and then say he needs another $150 to make sure they work?

Am I out of touch?
 
Dealers are supposed to show an advertised 'all in' price, according to OMVIC, exclusive of HST. If they don't, tell them to stuff it and move along.
 
Yes and no.

Software does not work the way traditional work does because of how fast information flows and the chances of disruption (e.g. if that site has any need for a backend and an attacker gets in, why should the the guy who was contracted to do the work give a **** post contract?)

There are also constant framework updates. Ask what QA is actually for (it definitely shouldn't be "to see if it works", it's most likely "to see if it continues to work.")

Everyone that didn't grow up online is out touch imo lol but that also means you weren't a loser/social outcast like us for 20+ years lololol

If it's a basic site, why not just go with one of those godaddy or whatever sites for $50
 
QA is just another word for Warranty. However, just like any warranty, it needs to be spelt out exactly what is and isn't covered and the timelines (Service Level Agreements/SLA). As they came back with $8000, then you aren't talking basic stuff and you really should read their response to your RFP.
 
I partially agree with @油井緋色 has said, yes or no as well.

If it really is a basic static site, no javascript, no backend content management which it probably is, and considering it hasn't been updated in a decade, and if all they need is some content updating maybe some cleaning up here and there I think quoted price is to high, and doesn't need that level of sophistication. And the $1200 is a bogus charge and been taken advantage of.

If no it needs more work under the hood, more modernization, then it could be a construction project were you "discover" crap you don't want to deal with. Which in the end might be the reason this quote is high, maybe they don't really want this job and well here ya go.

More info is need to get a better understanding. But keep shopping around for quotes it doesn't hurt.

I agree. Part of it is a "If you could do it yourself, you would" charge. I got prices five years ago and then built one myself with wordpress. Much much easier than a previous site in Drupal. I pay more for hosting on a managed server so I don't need to waste my time keeping wordpress up to date (or even worse, not keeping it up to date and having it succumb to an attack).

I would definitely be investigating QA further. Is that a yearly charge for maintenance? Do they send it to a third party to make sure it was built properly? Why is that charge broken out?

FWIW, BDC will give loans for website creation but IIRC they need it to be more expensive (maybe 20K+ and the interest rate sucked when I looked).
