import scam?

i've been looking to buy a 2nd hand bike here and there. there was this bike i saw which came from the states, has the paper work with matching VIN number that says the bike is processed by ontario ministry of transportation. so the bike is imported, but has never been registered in canada. And i'm suppose to do that myself if i choose to buy the bike.

what's up with that? are these scams all over the place, how safe is it to buy bikes like that?
There's bunch of bikes down at cycle world i've heard it's the same deal where those are just bikes they brought up from the states.

Buy something you can see, sit on, ride, inspect. Dont buy from cycle world - really over priced, bad service. Better of looking for a bike else where. A guy just posted he bought a bike from there and they had 1 month to get it ready and they were still late and he had to wait longer. I personally bought mine at GP Bikes, and recommend them 100% to deal with.
