Red obviously stops better. No need for race brakes on the street though so you could get away with yellow.

Kinda, you can't compete without your bar ends plugged or broken levers, your rear fender must extend to at least over the axle and you are suppose to have a dead man tether.
Brakes are completely optional but highly recommended. or you will die a horrible death at the bottom of a great big hill.

Are no brakes allowed trials run occasionally when you get bored of falling off rocks slowly and want to fall off rocks quickly? It could be an interesting sport that values flow over ultimate precision.
