Licence plate, good portion of his face, perfect view of the bike and all the guys gear, all visible. Sees person filming it all. Still thinks running is a good idea at that point.

Odds seem kinda good this guy is probably going to get busted after the fact and he'll catch far more charges as a result.

Taser in that situation would probably be a waste. Upside to crash protection is it should also screw up prong penetration.

Someone needs to put that dance to music (not benny hill, more like a waltz). That went on for far longer than I expected. There needs to be more training if the cop wants to successfully go hands on with a bike. That was a dangerous situation for all involved.

If the cop had two sets of cuffs, a handcuff around the brake lever would be easy enough to get in place and pretty much ended any attempt at flight. They're probably big enough. I've never tried.
