How to report a motor vehicle accident?

Question - as a witness, how would you report a motor vehicle accident? Call 911? It was semi-serious.

Toronto Police Services (CORE) hold time is 30+ mins.
 
*opp for their roads, never waited more than a few seconds for an operator. For york region, you could probably file a roadwatch report online to give them a way to contact you. For toronto, given the ridiculous wait time you quoted, I would probably look up the number for the precinct where the accident happened and leave a message with someone there with contact info.
 
if someone is hurt 911, if no one is hurt no need to get involved unless one driver is threatening another or one driver took off (hit and run).

Not true. Witnesses are always good even if they bring their own bias.

I had a witness describe what happened and then blame me completely for the accident.
Since her story was essentially the same as mine, and the other driver's was at a different intersection, with me running a red light, it became clear, who was at fault.

True. In those cases I just hang around till the cops show up and give them my info and what I saw. If I don't have time to hang around I leave my name and number with the people involved.

my phone does not have that special extension for 911

Your professional computer software designed for searching the vast expanses of the inter-web should provide you with notification through vBulletin that "911" is too short of an answer to post correctly and the response should contain more than three key strokes.
