If you wore that 'buff' thing on a sled, you'd come home with a black neck. Wouldn't be much good on a bike once if temps are below 10C.BTW - what he's showing in the video is called a 'buff' - meant to keep the sun off your neck.

I use to make them by the thousands, the inexpensive version had a polyurethane film stitched in between 2 layers of polar fleece, the expensive ones were a single layer of windproof fleece. Windproof fleece is made by tightly knitting very fine fuzzy yarns so they tangle into a felt-like material. A common name for this type of fleece is Wind Pro.
Neoprene is a viable fabric too, it tends to be USD in the more when structure is important. It can be formed or sewn into shapes, like a breath beak, where soft-handed fabric would get soppy wet against your skin.Fleece lined neoprene can work too.
