A top speed discussion involving bikes seems pointless when all of the big bikes are governed. Now if they are governed, there is absolutely no point in gearing them to reach 200+ mph, which makes the top speed discussion even more pointless.
It'll take longer to reach top speed, but you'll [theoretically] get there. I say theoretically because on a bike, the passenger affects aerodynamics so you most probably will not reach the same speeds.
Gearing is a huge part of it, 600's don't have as much of an issue keeping the front wheel down as a 1000, they actually have a quicker 0-60 time but a little slower 1/4 mile.
