?? Where'd you come up with this? Bikes are allowed on City of Toronto HOV lanes, but most definitely ticketed on MTO HOV lanes. And while a 125 or 250 will have better gas mileage than most cars, many larger bikes have significantly worse fuel mileage than economy cars.
I agree that allowing Hybrids on the HOV lanes is crap and has very little justification in reality (it's all just a political game), but any passenger vehicle (bikes included) needs the same amount of space on the highway. It doesn't matter if it is an escalade or a bike it still requires ~75m of space. If a pack of bikes travel together, they can use less space, but this isn't a typical commuting scenario.
