I am a fan of Shinko 705's (75% road, 25% dirt) for a value more road oriented tire. Keep the pressures to @ least 36psi when on road though. More $$ but excellent are Heideneau K60 Scouts.
Crash bars are worth it (The Rad is a $900 CDN part if you break it), there are a few choices. I like & have the GIVI bars.
Make sure to replace the doohicky and spring if not done already, that is the only must do with a KLR. Lots of info here in the (dirt/supermoto/dualsport) section. More At klrworld.com or klr650.net (that later take some of the info with a gain of salt, they can be a passionate bunch).
