GSXR 600 Rear Wheel Spacers

I'm trying to get my rear wheel put back on but not sure if I've put in the spacers correctly for a 07 GSXR 600. When tightening the rear wheel bolt to the specified torque at 100Nm, the rear wheel doesn't spin freely. When loosened, it spins freely.

I've attached an image. The sprocket side of the wheel has two spacers (one inside and one outside) and the rotor side of the wheel has one spacer on the outside. Is this the correct way the spacers go on the sprocket side of the wheel?

Outside and inside spacers are mixed up. Inside spacer is a tight slip fit into the Cush drive bearing, very important that it is seated property
