Grinding noise on front wheel of Ninja 250

I just bought a used 08 Ninja 250, had 7000+ km on it when I bought it. I had it certified by Ted Rose of Rosey Toes Motorcycles and was told that the break pads have around 40% left in them before I need a change.

With the engine off and in neutral, whenever I roll the bike into my garage or around the driveway I can hear/feel a grinding (friction) in the front wheel. Could this mean the break pads are too tight ? Or are they worn out ? OR need some sort of lubrication ?? (Though, when I'm riding I don't feel / notice anything wrong)

(I'm not much of a mechanic)

Any advise would be appreciated.
 
Possibly, or the wheel bearings.

Lift up your front wheel and give it a spin. If it rotates freely it might just be the brake pad lightly scraping the disc. Also by spinning the wheel you can feel for grittiness in the wheel bearings.

use a rear and front stand, or if you're so inclined, tip it up on your rear wheel and side stand and have someone give it a spin.
 
Your brake pads alway make light contact with the disk so what you are hearing is most likely that.
 
Grinding is not normal, take it back to the shop. If its like a whooshing sound then its just the pads making light contact with the disc which is normal
 
is the brake lever aftermarket or stock? cheapy aftermarket ones will usually keep pushing against the master cylinder plunger (like I experienced this past weekend). After I threw the stock lever back on everything was fine.
 
Thanks for the replies guys,

I took it to a mechanic and everything checks out fine, he said the sound is normal, just light contact from pads and disc.
