This reminds me of the guy who built that torture chamber in the basement of that abandoned farmhouse. Should one be punished as heavily as if they had actually committed the crime? Interesting debate.

taking active steps to commit the crime is where it becomes criminal (generally speaking) - Thoughts, no. Actions, yes.

law enforcement is and should be about prevention as well as the aftermath, and yes, "attempted" anything is the same punishment as "sucessful" anything.
